Setzer. Scythe is slower than the others, but deals more damage than most.
I gave a hopefully sufficiently detailed explanation of the process here: [link].
In summary, setzer and scythe are equal fastest at type 3 with a delay of 600, the bows are slowest at type 11 with a delay of 900, everything else is type 1 with a delay of 700.
