Yes, due to sockpuppet abuse recently, new users now need at least 20 posts before they can vote

Yes. There is a counter on your user profile and next to all of your posts.

I never noticed that, but I guess I'm not very familiar with forums as I've never really had cause to use any until now... (I usually just read them, TMW is the first one I've ever registered on)
I feel so old and out of touch sometimes, LOL.
