for some reason i can't get to hurnscald through beach because it's blocked. do i have to do a quest to enter or something else?

It seems you are an old player. A while ago it changed. The only way to change between towns is with the ferry and Dyrin the Traveller. Tulimshar's ferry is located in the north of the town. Today it costs 500gp to travel between these towns. Under lvl 20 it is half price.
Dyrin the Traveller lets you travel to more places but wants more money (1000gp to go to Tulimshar). She is located at the south entrance of Hurnscald.

Walk out onto the dock that the ferry master is standing next to.

When you do that it will trigger the game to ask you if you want to use the ferry and where you wish to go
