I believe certain gear give you +magic attack and some give -magic attack. (Correct me if im wrong?)

Not sure what the average dmg for that spell is as I have yet to play as a mage, but perhaps that's the reason?

Have a look at the wiki and see if there's some gear you have on that lowers your magic attack.

TMW changed since the last update. You now have to increase certain skills. These skills are in total 5 for now. The skill for magic can be learned at The Old Wizard.
