Where can I find flowers?

Hello everyone. I'm doing Olana's quest, which requires red roses and red tulips. I tried to find NPC who sells flowers, but couldn't find her. Does anyone have any information about it?
And one more thing: is this quest just for this week, or it's permanent edition?

The NPC who sells flowers got broken accidently and is planned to be readded within the next days together with some other bugfixes.

The quest is a permanent addition. Why do you think it could be only for a short while? Events are usually connected to some special date and announced in the forums or the game some time before they happen.

It's true there are some short-term quests a few times each year. The recent update is all permanent additions to the regular game.

Our developers have spent the last few months working hard on new content. When enough changes are ready (and this also depends on how much free time people have), then the dev team submits it to be loaded on the server.

Yesterday people found several bugs in the new content, though the biggest one was probably that Blossom took vacation. The devs are preparing fixes now. Considering how much new content was added, I'm impressed there aren't more problems.
