Unable to talk

Newbish question but how the hell do I talk? Try pressing T but get nothing. Hasn't really helped me out when someone asked something I couldn't say a thing. Do I haft to be a certain level or something?

hey its a usual question for newbies so dont feel like your the only one who asked this.
To talk press enter then type what you want then press enter again.
