In Tul south east side when you enter the building and speak with the man about his sick daughter the window stays stuck on sever updating, I left it for 8 minutes or so before I restarted and tried 3 more times with the same results

This NPC has been disabled until the fix in the testing repo can be merged with mainline at the next update. There are no quests or critical functions handled by this NPC currently, so there should be no impact on gameplay.
