I'm not here to judge GM's opinions, however isn't kick a more appropriate tool in this case? If player doesn't understand the "message" then temporary ban is the best option I guess.

Here is the GM log of the incident. As you can see the game master did kick the user. The 1 hour ban occured after the user reconnected, continued the offensive behavior, was warned that a ban would be issued, and still did not stop.
