What's up with this locked chest? Any way to open it or has it not been done any quest involving it yet?

That's correct: there is no quest involving it yet.

I was going to post a snarky reply to this, but when I looked on the item list ... since when is the Dev Cap unobtainable? Meh. You know what I mean. Maybe it'll be funnier if you have to take the time to put two thoughts together to figure out what I was going to say.

Ah, that reminds me that there was a discussion about this a while ago, with the conclusions that dev caps should still be given out, but going back to the rule that it comes together with push access to the main repositories. I just modified the wiki pages to reflect this.

I changed the link to the official "Joining the project" page. It's bad practice to link to userspace pages from the main namespace. The userspace is for personal drafts and notes. When information in userspace becomes official, this information should be moved to the official namespace. Either by moving the whole page or by integrating the information into existing pages.
