I'm thinking about merging as much content from TMW/evol into the WOA's sets and content, so that people making new servers will have something other than the TMW template to work with. I might even be able to work-in some of the content that's never going to be used on the main server.

Under what license are you releasing it?
When you can get the agreement of all the people who worked on it, I would recommend you to use CC-BY-SA. Using GPL for the TMW content was a really bad idea in hindsight.
Edit: I noted that you used some very old TMW tiles. That would mean that you have to use GPL, unless you replace them.

Its all GPL (or at least should be)
Most of the artwork comes from: IvanMorve, Irukrad, neoriceisgood , Reid, meway, Saphy, Auran, Silviyius, AxlTrozz, Black Don, Jetrel, Crush, Fother J, and myself. I'm almost certain nobody released to TMW or WOA under anything other than GPL. Not sure about Evol, but seeing as they are using WOA and TMW content I can't see them not using GPL.
This is not the final version (its disorganized and the desert temple needs a lot of work), if you have any suggestions on what content should be included please tell me.

Couldn't a server just use these tiles under a GPL license, and use a more restrictive one for their own content?

Since shipping tilesets side by side is mere aggregation, licenses do not pervade.
Projects like TMW have a policy that all graphics must be available under a single license, in order to make reuse - both internal and external - simpler. There's no saying "this tileset is GPL but this tileset in CC-BY-SA, so you can't mix them in a single tileset".
(Though I do thing it would be better if every tileset also had an attached list of authors and licenses.)

Yes, these tiles are released under the GPL on Evol Online, but if you can get in touch with every author, it could be great to do a dual-licensing with the CC BY-SA 3.0.

I mean, every pieces there are put apart.
Here, all the pieces seemed to be reworked (even slightly) to use a fitting palette, and so on,
making it something relevant and consistent as a whole. This is not the case on Open Game art, right?
But Maybe you wanted to give this pack primarily to the TMW community?

By the way: The Manasource team compiled the graphics from the
Liberated Pixel Cup into a Mana-compatible content repository:

All LPC contributions are dual-licensed GPL and CC-BY-SA.
These graphics would also be a good starting point for a new server.
