The art forum here seem to have the most replies and the most active section.
I also see this pattern in other open source project with active forum like Wesnoth.org and Galaxymage.org.
Why is that?
What with Art section having the most posts?

Because most people aren't interested in pieces of code. Programming is mostly discussed on IRC. Art is more of a discussive matter.
If you're looking for 3D FOSS games be sure to check out LucKey Productions on itch.io
because the graphic is the part of the development where the most people can say something about.
there are only a few people in the community who can give really good suggestions for solving programming problems. but almost everyone is able to say if he likes or dislikes a graphic.
when i post a picture of a tree and ask "do you like it?" almost everyone in the community is able to give a helpful opinion.
but when i ask "would it be better to store the references to the being classes in a auto balanced binary tree or would a linked list be sufficient?" there wouldn't be many useful suggestions from the community.
