Simulate on a spreadsheet a random N-sized sample of uniformly distributed variable in 1..10; where N is number of voters. The actual config is as likely as many other. You should not be able to reject the hypothesis that the voters' choices are different from uniform before you have a sample size of 100 at least. Polling companies use sample sizes of about 3000. (with "significant" samples to prevent bias due to specific parts of the population).
