what i need to start new server?
1. host somewhere in linux
2. get tmwa server
3. get content
4. do i need mirror the official server or not?

Actually there are guides for setting up a server on the wiki, but they might be quite outdated.

The only different between live and a development server is whether or not the IP is public.

So follow the wiki link and you should get going just fine.
