Report bug at Illia Sisters:

I was stucked at Illia quest [09:33] 051-3, coordinates: 101, 13 in the black room and the jail didn't appear. Some minutes passed nothing happened and after I appeared at the start of the quest near Valia in the map 007-1

I opened my debug chat to see what it was written: [09:37] The ring Valia gave you seems to activate itself!

It's an old bug that happens from times to times when there's a major network lag at the moment you get teleported in the blackout room, which makes you miss some triggers which get you teleported to the jail.
It happens very rarely (at least more rarely than it used to before measures were taken to lessen the lag effect).

Maybe something can be done about it but not sure.
