Cooldown Towel

I think it would be better without cooldown if players accept but if they not so it would be better less than 30 minutes.
Make the towels work like in the past isn't a good idea.
The whole travel system changed, e.g. also death travel and the ferries.
I'm against changing it.
IIRC the cooldown was already reduced, it looks reasonable to me now.
