Two potential bugs in magic spells

Tibor attempted to tell me about two conditions which may be bugs, or may simply be the way the game is supposed to work. I do not know. Since Tibor and I do not share a common language, I am not sure I understood him correctly. But I believe this is what he was saying:

1. During PvP in Hurnscald, magic attacks, such as ingrav, are not blocked by buildings.

2. Shortly after entering the northern Hurnscald mines, the first left has a narrow lane with snakes in it. He used a spell that went over the lane wall to target insects.

Please advise. Thank you.
