Has anyone been able to get Jack's Skeleton Charm from Munro? (I haven't.)

It is the final part of the Trick or Treat Quest that was supposed to be available beginning October 24th.

This event doesn't seem broken, it's just that reward time is set to begin on October 31 and end on November 10 so you can't get the reward yet.

However, the wiki says it is supposed to be from October 24 to November 2, so I will change the settings effective immediately, and if we eventually need to put it back to October 31 it'll be easy enough to do
