What file are you trying to open?
You can find the current maps when you unzip the file "maps-3129.zip" in the updates folder in your tmw folder. They have the file ending ".tmx.gz".

OK now i know what's wrong.
Tiled can't find the tilesets.
Put the map files into the folder "data/maps" of your tmw installation (client, not server) so that Tiled will find the map graphics in "../graphics/tiles". There you should be able to open them.

Because the version in the updates overrides your changed version. The next version will make it a lot easier to add custom files. You will just have to drop the maps folder into the customdata folder. In the current developer version this does already work. When you know how to use subversion and a c++ compiler you should get it.
But in the current version you have to do some tricks to use custom files:
1. unpack all zips in your updates directory into the data directory (watch out that you don't overwrite the files you changed)
2. delete the updates
3. start tmw with the command line parameter "-u" to skip the update process and prevent tmw from redownloading the updates (when you are using windows right-click on the shortcut to tmw on your desktop, select properties and under target write "Path/to/tmw/installation/tmw.exe" -u)
-.
