from what i know it identifies you via your IP adress, and when you erase cookies, you need to activate your account by clicking the registration link in e-mail.

As far as I know that's an optional feature. At least, I never used it but I uploaded several pictures.

As for Dragon Rider, he has shown that he can post images now, but also that he has no idea about pixel art or copyright law.
