ok so we all no when you increase your agility it increases your attack speed
I am wondering are you decreasing the actual time it takes to get one attack off, or just the time beetween attacks, or both?

is the attack speed of a weapon the time the weapon completes one attack, or how many times it can repeat an attack in a certian amount of time compared to the next weapon. (the delay beetween attacks)

It is the delay between two attacks. But it doesn't matter much in TMW because the version of eAthena we are using got a bug that makes it possible to ignore the delay and this bug can be very easily exploited with the tmw client.
