Problems Creating Passages.txt

I've tried picking apart the existing passages.txt files for info on how to put maps "together". I've searched the wikki and fourms but yet no luck.
Example of what I'm confused about:
new_14-1.gat,33,96 (Location of Entrance) warp toinside X,X,new_23-1.gat,X,X
What is the first set and second set of coordinates mean?
Can any one explain how this is done?
(Maybe I'm just tired from mapping or I'm thinking TOO hard about it. It's probably very simple and a stupid question!)
I would like to FINISH my maps all the way and createing the passages.txt is necessary to link the maps togeather. I figure if I could be shown how this works it would allow me to create fully finished maps and thefore lessen the work load of the current admins when it comes to the maps I plan on creating. Thank you.
