Is this necessary?

It's not necessary and certainly frowned upon, but other than banning people there's not much we can do about it. We'll build in some rudimentary spam protection in tmwserv to get rid of cases like this, and I guess we can work on improving the game a bit so that spamming like that isn't necessary to get attention.

A simple solution would be like a message speed timeout. For example, you could send so many messages in so many seconds and outside of that your ability to send messages is frozen for 30 seconds.
