How do i install a DEB file my Windows is ME!!! Please Help!

Hi please help me how to INSTALL this deb file!!!!!
I download the tmw_0.0.11.2_i386.deb but i dont know what do i do with it!!

1) The .deb is for Debian. (Which is an i386 Linux distribution.)
2) Please edit your signature so it doesn't take that much space.. It's a good policy to keep it within reasonable measures.

I download Win32 Installer But it had an error it says the directory and not a valid win32 application.
