About details, I try adding another color line to reduce the bright of waves,
and spray a little to do irregular lines.... but those rare things seems ugly cookies now :(

About smooth animation, still dont get a good effect with 3 frames ,
maybe I will need more but im not sure how water should move.

Try adding 1 frame in-between your current frames and fewer MS (milliseconds) between frames

CF - IB - CF - IB _CF _IB
6 frames, 20% faster

how is this going to work over a wide area?

I need that water tile! Inland animated water and open sea water tiles.

Animated shore and sea tiles are also going to have a use rather soon in the TMWServ content release1 (CR1).
