will the old client download the update to 0.0.28 or do you have to download a new installer

The auto updater only updates the content. A new version of the program itself has to be installed manually.
The reason is that we support a very large number of operating systems and distributions which all require different binaries and which all have very different methods and policies for installing and updating software.

You don't have to update immediately. We're not planning on dropping support for version 0.0.25 yet.
