Are you thinking of Ko? Dexterity on Ko and possibly other games were for a specific class and dexterity represented speed more than attack. The attack for ranger was very bad until you got a higher level but if you went down the assasin route with your ranger it made you very fast and you could run past your enemy and stab them without taking much damage because of your speed.

I dont claim to know what each stat point represents in Tmw just sharing some information i have gathered during my time as a online Rpg player.

That makes me think... maybe it should take creatures time to rotate so you can actually stab them in the back. This way you could sortof dodge their attacks as well.
Ofcourse there would be slow creatures (like golems) and fast creatures (like goblins). Fast players could evade and backstab more creatures than slower players.
I think it shouldn't take players any time to rotate though.

Dexterity give you more "hit" to be able to touch monster
dex+lvl=hit

for melee weapon ,the dex act as a min-dmg
like from 40-60 dmg if you have 10 dex you will meet 50-60 dmg

and for bow dmg,yea it help, you dont need any str, else if you want to carry more stuff

bow dmg+dex=dmg!

oh and dont forgot that every 10 point of dex or str you get a dmg bonus.
more its up more you bonus will be big
