What level is needed to use the dagger? I heard 21, but that's obviusly not true.

No level restriction as far as I know

I think you're refering to the fact you can't equip the dagger you found.
It's a bug, you can't equip stuff dropped by creatures, you'll have to sell it and buy one at the shop.
