Now that you mention it it looks like he is being sarcastic. I looked at the users posts and the only other post he's made is one speaking harshly, possibly/probably sarcastically against people speaking non-english languages in public.

I'm glad a few people here understand irony. The rule that one should only speak English in public is so absurd and offensive that it's nice to see others argue against it. TMW's community is small, and in desperate need of developers. Having offensive rules like this is not in our community's interest.
