[DIS] Review the current rules and punishment

This document is an open letter to the current Game Masters compiled by myself and a number of concerned players. This is an attempt to highlight the holes in the current system and hopefully start a serious effort to improve the quality of gaming for everyone.
Dear Game Masters,
In this thread viewtopic.php?f=20&t=7512 I was depicted as having humorously insulting a player, yet using the same words that resulted in a ban. Katze, thank you for proving our point. Abuse is regarded as highly subjective in nature, there are no standards and rules in place to assist in passing judgment and delivery of fair and consistent punishment. If someone shows up tomorrow and just flat out insults me, but I don't care, because that's in my nature, does that mean no ban is deserved? Is it like pressing charges? If _anyone_ is offended, even just a passerby, then is it abuse? What happened to Sugarcorgit could then be considered abuse/insulting. She offered a gift and someone proverbially spat in her face. And she reacted.
We realise that bans are not a topic for public discussion, yet ironically nowhere in the rules does it states that, furthermore, not only are the current rules archaic but they have not been reviewed and approved of by the current board of Game masters and officially distributed. By current rules, we are referring to the sticky post by Platyna:
1. Do not abuse other players (it means insults, swearing etc. directed to a particular person/s)
2. No bots (and by botting I mean ANY AFK activity in game).
3. No spamming/flooding (including trade spam).
4. No begging.
5. Speak English on public chat.
6. RFC 1855.
Certainly the recent incident regarding hacking accounts should somehow have found a way into this rule set, yet it required elevated admin intervention. There have been many incidents where bans have been placed on characters who have use of defamatory handles, once again, nowhere in the rules does it state so. Rule one can't apply as it is not directed to a particular person. Moving on.
We've mentioned earlier about delivery of fair and consistent punishment, the rules should clearly state the severity of the punishment associated with the crime, procedures for issuing probationary measures as well as initiating a ban. We will give an example of a few incidents of what has happened in the past.
@ban 2d enebeler : He's a repeating offender. And he's very, very abusive. He intentionally shows up to provoke people, yet two days. And sugar got a week long ban for something that is only insulting in a subjective manner, and the screenshots provided by sunsun did not show it directed at anyone, aside from the whisper
@ban 7d dave super market: Impersonating a well known player and attempting to sell a GM hat.
Now that there are larger numbers of GMs, maintaining consistent discretion for punishments is exponentially harder. The length of the bans should be reviewed simultaneously with the rules.
Going back to the subject of abuse, it is more difficult to determine a course to walk as opposed to something like spamming. The current rule states "Do not abuse other players (it means insults, swearing etc. directed to a particular person/s)" Unfortunately this rule is actually having rather adversed effect. It has been reported by some players that Sugarcorgit and others have been targets of provocation on numerous occasions in an attempt to get them banned. Clearly there should be a counter rule for exactly this.
The player reporting abuse should also display that they have made use of tools created by the developers to assist in this very thing, ignore list for example. If this is not done, every trivial insult will be reported and we only have so much GM's that already have enough on their plate.
Due to the subjective nature of the abuse, it is difficulty to assign consistent punishment for it, however, this can be alleviated with an appropriate set of guidelines. Some form of abuse requires heavy punishment, others a warning with threat of punishment if the behavior persists.
here are some examples of what we want:
Serious Abuse
----
Punishment: 1 warning, 1 month ban, 1 month probation, permanent ban
Threatening physical violence in real life.
Derogatory remarks using race or ethnicity.
Derogatory remarks against sexuality.
Mild Abuse
----
Punishment: 2 warning, 1 week ban, 1 week probation, permanent ban
General harassment (including harassment using char names)
Use of vulgar language
Impersonation
etc
In conclusion, we feel that clearly the TMW community has reached a level of sophistication that requires a concise document that is fair, accurate and undisputed and provide a basis for which GM's can exert their authority before we lose more good friends and players.
