Begging "I want to to be GM, I will ban evil users, please, please, please" is childish. Someone, who just wants to punish others and show his power, shouldn't be a policeman. Who wants a power for itself should not be given such power.

exactly what I don't like about GMs.

(don't confuse this with "exactly what I don't like about being a GM." Since I personally believe not to act like that...but I might be mistaken. )
