Currently: eAthena
In the future: TMWServ
TMWServ is making great progress, but at the moment eAthena is still more mature.

so i understand that the eathena is currently better, but development of tmw server is too slow (imho) & i know that tmw has many features that eathena no, so its hard to decide, i want fully functional features, no like eathena

Well, the easiest for you on the long run would probably be to help TMWServ development and then start using it when it is ready enough for you.

The first thing you should be doing is to get the sourcecode for TMWServ and the client using Git and compiling them.
http://wiki.themanaworld.org/index.php/Git_repository
Then you should set up your own local TMWServ for testing purpose:

Now you should be ready to start developing. When you are searching for a task which sounds interesting to you you should check out our bug- and task tracker
http://mantis.themanaworld.org. A special selection of problems which are major roadblocks before we can do a public beta check out

When you want to become a part of the development team you should be connected to the IRC channel #tmw-dev whenever possible.
