The skills parameters have changed.
Go to Tulimshar, and go to the north.
When you pass thru the gate where there is a guard in front of the building, go in there.
There are three men standing. One will teach you how to trade.

Ummmm Del? Actually, that is the building where they get their license to Party!!
Just before you get to that building you will be in what is essentially the market square. You get your emotes from the Entertainer and the ability to trade from the NPC called Trader.
