If you want to avoid people speaking languages other then english, i suggest your first option should be the games in built 'ignore' feature, the second option should be reporting it to a GM using the command '@wgm <type message here>' so a GM can take a look.
Normally, something like this won't be actioned from screen shots as most GM's will give a more than reasonable warning before temp banning a player for the offence.

Sorry Capi but I think what he is trying to show with that screenshot isn´t about the person not speaking english. That text in spanish is a very bad insult. I could translate it but i think is not necessary read those things in here.

Speaking a language that is not in English is against game rules, I guess it is a stupid rule but it is one at the moment.

I agree and understand that the rule was broken. I was only trying to say that that person was insulting him in a big way and I think that is why he post the screenshot.

Idk, if it's already wrote in the beginning NPC's but one of them should say to speak english in public and emphasize it.

Thought so, but is it in every language? and is it emphasized? Because obviously they don't understand.

When you start, you get that language selection. It's one of the rules that's translated there.
