Sure these are moderated. They are moderated by the parties and guilds. When a guildmember insults other members in the guild chat, the guild leader will kick them out of the guild. What are you going to do when someone insults you in the french/spanish/portugese/russian/whatever channel?

You can say exactly the same thing about the public chat, GMs cannot be online and everywhere 100% of the time.
About logs: If the only action that result from moderation is a kick or ban from the channel, I am not sure that log maintenance is required. If heavier decisions can result from moderator report, then they are, but is would introduce a slight unbalance between English speaking in Public chat and language channels. The decision belongs to GHP. I think the first option (no log, channel kick and ban) could be tried as a first approach, and use the second when too many problems arise after moderator decisions logs could be kept a week for instance.

Hm, here's a possibility that would be a bit more work to set up, but better in the long run:

Instead of making a finite number of additional language bots, edit the server so that whispers to certain character names are interpreted as channels.

Since hash is now forbidden in character names, this would lead to #es, #pt_BR, etc. This would not be limited to language channels, of course.

This *would* require checking the database for character names from before the change - and of course all the work to set up the ancillary channel system.

Within the channels, IRC-like commands could be used to give access levels. An optional invite list and ban list could be maintained. (Other levels like mute/voice could be added).

Anyone with a GM level would be able to override those lists, of course.

(This reminds me of one of my long term plans - integrate a true IRC server into TMWA, so you can e.g. whisper players while offline. But that's neither likely nor necessary for this limited form to happen)

Important Disclaimer: setting up this method would likely take longer than setting up an independent bot.

Small note that wont help you: manaserv has channel support directly built in.

:D I was about to suggest a similar idea: Would it be possible to make, in the server, a bridge plug-in to an external IRC server such as TMW's one? the guild bot could be used as an intermediate temporary solution: the code exists, I hope only small adjustments are necessary.

Perhap the same idea could also be used for a mumble server :?:
