Overall magic status: I think it got funny bug that ensured net result of change is close to "virtually unaffected".
Works like this:
charge lightning -> atk delay = X, betsanc -> atk delay = Y -> hit something -> atk delay = X again (and stays X for next shots)
Also non-commutative now:
betsanc, charge lightning -> atk delay X, stays X all the time (i.e. betsamc, charge not same as charge, betsanc in result)
Where X is normal delay upon charge (1213 ms in my case), Y is delay with betsanc effect (about 1900 ms in my case), and Y > X (slowdown of betsanc).
Conc pot also subject to this ... only 1st atk affected. Wasting pot on one-shot chaingun isnt practical. Subsequent shots reset to usual values from spell script, rendering pot useless. Interaction with betsanc looks even more funny, 1213 ms -> 1576?!?! Thus conc pot evemtually dubs as "slowdown pot" XD. Actually its due to 1900 ms (betsanced) -> 1576 actually, bit as it's been reset to 1213 already, so its 1213 -> 1576... for one shot. Then it 1213 until end of spell.
However since it only works on 1st shot out of the bunch overall result is quite simple: spell proceeds with values from spell script most of time and net effect of change is negligible. So as such it isnt much change from previous state of things.
Extra: Squip tested lightning with speed focus. He's been lv93 mage, and like that did 4 hits of lightning per pile of iron powder doing 300 HP damage each hit. This combo pointless for gameplay since weak 300 dmg hit costs in order of 30GP each and whole thing makes no point. IIRC astral focus + skill levels raise m.atk in quite steep manner so defocusing it isnt really option for mage as it is now.
