I don't know about in your countries, but here in Australia, online bullying is indeed being scrutinised and cracked down on. I agree with the idea 100%. When a person is harassed beyond what they are able to handle, then the authorities are in their rights to intervene.
Bullying in any form is wrong, and as for taking enjoyment at the expense of someone else's loss of enjoyment, that is what a leech does...sucks life out of a being to survive. A weak method to get health.
Also, the United Nations has a charter on Human Rights. So legally speaking, it covers any country under the domain of this, where the governments have agreed to be part of the UN. Therefore, discrimination based on certain things, such as race, religion, sexuality, colour, or sex are serious offences that have legal consequences.
In any role I have, business or otherwise, I take these issues very seriously, and hope that for your sakes, as much as you are normally nice people, you should for your OWN benefit now, consider your actions, and ask yourself is it worth it? Seriously. Don't do it.

You can always right click on a players nick and ignore them forever in the manaplus client. I've already had Villian ignore for months now.
