I believe certain gear give you +magic attack and some give -magic attack. (Correct me if im wrong?) Not sure what the average dmg for that spell is as I have yet to play as a mage, but perhaps that's the reason? Have a look at the wiki and see if there's some gear you have on that lowers your magic...
