If your helping someone with a quest in another language i'm pretty sure no one would mind. But say someone didn't know that and asks you to speak English, lots of time the person doesn't reply and say "I'm helping with a quest."

They either just ignore the person or tell them to shut up.. that's where things get outta wack.

Karol 2005 and others were talking in Spanish or Portuguese or something, I said "Speak english in public areas PLEASE!"
They said it wasn't public, there was atleast 15 people gathered around (Near Easter Bunny)

This is a problem.

Well atleast they replied and didn't completely ignore you or say shut up.

They could have been helping others out in the event. That would be a public place, and I think if people would just follow the rule it would make things easier. But we do have to think about the people who really know very little English. Sometimes we shouldn't mind and just let it be.

as long as there is a lack of respect from them they deserve at least an ignore no ?

then report to GM so that they speak with people who don't respect rules

at that point they are aware completely of the consequences no ?

Katze said it's a rule, but allowed if the people who don't understand the language don't mind.

And that's how it's different from robbing a bank. There's never gonna be a time someone will let you rob a bank, but even though it's a rule you can sometimes "understand" and let it be.. 99.99% of the time they aren't talking about you.

if GM bans people who doesn't know English for speaking foreign language, we lost almost people.

I would only ban people for not speaking English in public if they really know English and just don't want to follow the rules.

Or if someone who doesn't know English or only very poorly obviously doesn't want to cooperate - even with other people translating.

But it wouldn't be a permanent bann, of course
