I did it with my alt in this date and it worked for me so im sure 100% there is not a bug with this quest.
Also please try talk with all npcs again or just relog and talk.
Or maybe you did it once time ago.

NO he didn't he was archer all the time and it is working out of candor too .

Today i was runing at candor as a mage and all players were dead so after two rounds later all players got alived. I don't know why and it never happened.
