A few assumptions:
1. Putting points into agility brings up evade
2. Evade is a characters chance of dodging an attack
3. Evade is calculated as a percentage(I assume this becasue there is a percentage sign right next to the word evade)
Now if any of these items are wrong please correct them and if not then please move on.
Assuming that evade is calculated as a percentage that should mean that if I get 100% evade then my character should have a 100% chance of dodging an attack.
This however is not the case as I have attained 100% evade and still get hit, if someone could please explain this to me it would be appreciated.
Also i have tried to log into this character today to find that it kept freezing up. However I tried logging into my other character and it worked just fine, what might the problem be?

the 1st and 2nd assuption are right, but the 3rd isn't.
at the moment tmw uses a ragnarok online server as server engine and thus got the same game mechanics. the best compendium about ragnarok online game mechanics i know is http://rodatazone.simgaming.net/
the monsters got a hit rating like you got one. the hit rating of the enemy negates the flee rating of the target. the true percent chance of hitting a target is:
attackers hit - targets flee + 80%
there is also an exception. the hit posibility can never be lower than 5%. so regardless how high your flee and how low the opponents hit, about every 20th hit will hurt you anyway.
