I must agree, If someone can't handle pixel art its very unlikely they will be able to do high-resolution paintings. To scale images or parts of images in GIMP without blending colors, choose the interpolation mode "None". But I would strongly advise against using it, because it will mess up lines and textures.
Automatic scaling sprites just doesn't work in pixel art. Sorry. Although there are some special scaling filters for pixel art, like 2xSAL or the HQ*x family which can enlarge a pixel art image while still retaining the pixel art look. But these all only scale up by an integer factor and their results aren't that good all the time.

By the way: some of the oldest TMW tiles, like the Tulimshar walls and the desert cliffs, are upscaled from 16x16 to 32x32 using HQ2x. All of these graphics are considered inferior to the newer graphics and are supposed to be replaced.
