They are simply indications of how many posts the user has made. IIRC, Newly Registered User is 0 - 19, Peon is 20 - 99, Novice is 100 - 499, Warrior is 500 to 999, and Knight is 1000+. The only one that means anything more is the first, Newly Registered User; they don't have the ability to vote on GM nomination polls.

(Also note that most people just check the forums every now and again and make a post if necessary; they're not constantly active and you may have to wait a day or more for someone to reply. Making a second post just fifteen minutes after your previous one doesn't really achieve anything.)

Wait a minute! I saw people with less than 20 posts and they are peon
E.g:Abdullah has 1 post only and he is a peon and some people with 14 posts are also a peon? I need to know why? and how? pls reply i really want to learn

There is a useful button, labelled edit, that allows you to edit your old post without needing to make a new one. Consecutive posts on the same thread not long after the previous one was made is generally considered poor etiquette.

Back on topic, to clear this up once and for all, the complete listing of post count based ranks with their minimum post count are as follows:

Peon 0
Novice 100
Warrior 500
Knight 1000
Demigod 3000

Additionally, since the GM community suggestions forum was added, new accounts are placed into the Newly Registered Users group until they have 20+ posts. The NRU group has restrictions preventing voting in this subforum for its members. Accounts made before this group was added are not part of this group, even if they have less than 20 posts.

Generally speaking, I dislike ranks based on post count, as it only encourages poor posting habits without actually providing anything useful (NRU being an exception on the latter point as it actually serves a practical purpose)

With that said, flooding random crap just to increase your post count is more likely to get you banned (again) than anything else.
