The value in the terranite leg armor is directly related to the cost.
1. Lvl 80
2. Complete Simple Ring Quest - 50 Coals and 100,000 GP
3. Terranite Helmet - 100 Coals, 10 Terranite Ores and 200,000 GP
4. Leg Armor - 200 Coals, 30 Terranite Ores and 400,000 GP

Subtotal cost - 350 Coals x 800 GP = 280,000 GP
40 Terranite Ores x 20000 GP = 800,000 GP
= 700,000 GP
Total 1,780,000 GP

You can now see the true value of the leg armor not to mention all of the work that goes into the quest.
