The respawn timer should be random ofc. but the max time should be limited to something reasonable that was my point.
so a time for respawn should be picked between 30mins and 15 days e.g.
Once we picked a mob for this the scripting of the spawn and reaspawn can be easily done with a ondeath feature and it spawns as you said at a random time after server start.

What about not adding a new (rare) mob, but from time to time adding a new drop to existing mobs for a short time. Let's say f.ex. adding a new (relatively rare) drop do 1 mob type every weekend, than after remove that drop automatically. This would allow adding the drop to maggots as well as to reapers. And nobody will know in advance 
Drop rate of that item should be something between 5% and 20%, not 100%.
Best would be to add a new item, which is somewhat unique, but does not offer high stats modifications. F.ex. new clothes or the like. Or a high stats modifier in form of a potion: once used it's gone. Think of a luck booster potion which boosts luck by 50 or so
