This sounds similar to professions or crafting. Which has always been asked for and somewhat planned.
I developed code/nodes once in theory it could have always worked, but was an insane mess to maintain.

This also sounds good for a daily quest. It should be called the Herbs Collector, if you bring him 4 different herbs (one of each kind) he would give you exp and gp.
