1. what are the items that the npc in the starting village will give you?
2. can i wear a headband and a hat at the same time?
3. is there a limit to how far you can raise stats?
4. are our characters good in the next release?

That is not decided yet.

No.

Current system: AFAIK 99 is the limit
Future system: not decided yet.

4. are our characters good in the next release?

What do you mean with "good"?

by good i meant will they transfer to the updated versions when released.

the new character system will be so fundamentally different from the current one that it will be almost impossible to find a fair conversion procedure for the characters.

But it is still a long time to go until we switch to the new system. There will be at least one big client update and some content updates before we do so. So no reason to stop playing.
