Sorry i'm still new here and i have looked everywhere even the Wiki and i really didn't know where to post this so i posted it here.

How would i make my character an admin on the game if i run my own server?

You should read the documentation that comes with the server. There's a gm_account.txt file in the conf folder.
Edit it as I did with mine below:
// <account ID> <level>
2000000 99
My account ID was 2000000, you can find yours in the account.txt file.

note that in this case level isn't the character level but the rights level.
