What would you think about a public thief, fraud, and pest list? That will display a list of drop stealing scum, bottom dwelling frauds, and people who spam and beg.
I was thinking about doing it on a multiple report basis, X amount of reports = you (the reported) on the "Poop List"
I think it should help a lot of the honest role players out there, I know being a thief is not against the rules but we can make it hard on thieves.

I've played games with something like this--usually called "karma"--except that it goes in the other direction as well: if you're really great people would give you positive points, etc. The problem with it is that it is far too easily exploited or abused, and the whole system soon becomes meaningless.
If the only immediate problems in implementing this into TMW were multiple accounts and no server logs, maybe we could figure something out. But besides that people are generally self-serving and crooks will be crooks. It's best to leave judgment to a tight community with shared values (trolls get bored and leave when they don't get the attention they want), and punishment to the GMs.

Ragnarok Online had a karma system... for about a week. Good ratings were sold and bad ratings were used to blackmail. Obviously not the intention of the system. So it was removed again.
Regarding the public list you are suggesting: You have to be careful with something like this. False accusations can easily turn this into a witch hunt.

OK... I appreciate the votes and thoughts, this is what I am going to do; I am going to post a public journal for people to read of "My Experiences" some people will think nothing of it, some people will read and and be fore warned of thieves, beggars, spammers, and pests.

I would recommend against coming up with a list of personal experience with what you consider to be 'bad players'. This is a practice that is frowned upon in all major MMO's (WoW, Everquest, etc.). It usually ends in the posting user getting ignored/banned/whatever.
My suggestion is simply ignore the people that bother you. With the new server, I'm sure the TMW developers are going to add in an 'ignored' list for users you want to ignore.
