newbies steal many items in the sea slimes...
is it against the rule "do not beg"?
or its not?
please do something GMs....

yes, itm isnt against the rules...
None rule say Noobs can not steal the drops of others.

I have to say this. If you don't want someone else to pickup your drops PICK THEM UP! I have seen quite a few players who will leave massive amounts of drops sitting around them whilst fighting slimes.

Drop protection is there for a reason, if after the alotted time you havnt picked up your drops, then they are fair game.

This issue has a pretty simple solution.

but, in sea slimes, when sea slimes come to eat items, we attack.
but if there are no items, they wont come.
so we cant kill them fastly.

try to explain it friendly to the new players (if they are new) that helps in most cases. In my experience they say "oh, ok" and stop. I sometimes make something similar with yellow slime... May you can say if they let your drops you give them some items if your ready. Or maybee you will help them doing a quest after...

If all this not works may you make a break and go on if the player who took the items (who are free to take for everyone) has left the spot.

You don't need 50 items on the ground to attract slimes. One is enough.
