It's not a racist rule, but I still think it isn't required. I'd go with 'Please don't speak English in public,' but don't actually enforce anything.

If someone knows English perfectly well, but refuses to speak it and therefore is just being rude, this rule will be enforced.

If someone doesn't know any English, the rule won't be enforced and (at least I) we'll look for help. The most probable reason for the latter to get banned is spam, since they're usually just children who don't know better than to write things over and over again.
